The Delaware Health Information Network was enacted by the Delaware General Assembly in 1997 as a public-private partnership for the benefit of all citizens of Delaware to advance the creation of a statewide health information network and to address Delaware's needs for timely, reliable and relevant health care information. In 2007 DHIN became the first live, statewide health information network in the nation.

In the five years that DHIN has been active, the system has proven its reliability and worth to hospitals, medical professionals and patients throughout Delaware. DHIN securely delivers fast and accurate patient information from hospitals, laboratories, and radiology facilities directly to doctors' offices.

DHIN makes it possible to deliver higher quality medical care more quickly, and at a lower cost, using a federated data model for medical records, aggregating those records and eliminating the manual transmittal of medical data.
