Jakarta with its highest density in Indonesia is also Indonesia’s central economic and government. Population density is also go along with increasing vehicle ownership rate, so that in several road sections in Jakarta the vehicles volume are rapidly increasing. Therefore to reduce vehicles volumes both in protocol road section and toll road section in Jakarta, the Government initiated toll road project, one of them is North Jakarta Outer Ring Road West 2 (JORR W2). The project was then assigned to PT Marga Lingkar Jakarta as subsidiary of PT Jasa Marga, a State-Owned Enteprise (BUMN) engaged in developing toll road services.
